Victoria Police has launched Operation Securus in Shepparton to confront a surge in aggressive retail theft, including intimidation of store workers. Starting 17 May, a five-member team will work daily with retailers to investigate and disrupt prolific offenders. Police say repeat offenders are behind more than 70% of retail theft cases this year, while the wider region has logged 799 offenses in 2025—the highest level in a decade. The push builds on Operation Mosaic, and includes a real-time online reporting system plus proactive store visits.
