Kentucky mother charged after tattooing toddler with a party dot

A Kentucky woman, Brook McDaniel, has been charged with child abuse after authorities say she tattooed her 22-month-old son, leaving a black dot on his forearm. McDaniel reportedly told investigators the toddler wanted the so-called “party dot.” Responding officers also described the home as being in deplorable condition.
